Add auto-stale/close periodics for rosa-clusters-service PRs

Adds two hand-maintained commenter periodics scoped to the openshift-online/rosa-clusters-service repository, following the existing rosa-enhancements pattern (with --github-org=openshift-online):

• periodic-rosa-clusters-service-pr-stale: marks open PRs /lifecycle stale after 14d (336h) of inactivity
• periodic-rosa-clusters-service-pr-close: /close PRs 7d (168h) after they go stale

Both jobs exclude lifecycle/frozen, tide/merge-blocker, and do-not-merge/hold.
