This pull request updates the configuration for the google-cloud-workflows library in librarian.yaml. Specifically, it updates the API paths to target the executions sub-paths (google/cloud/workflows/executions/v1 and google/cloud/workflows/executions/v1beta) and removes the skip_generate: true flag.
