This PR contains CMake build system implementation with:

Support of potential future Boost.CMake-fication.
Support of testing.
Support of using Boost.Random as a out-of-Boost library.

What is still missing:

Building examples via CMake. (coming soon, in this PR or in a separate one)
Building extra via CMake. (coming soon, in this PR or in a separate one)
Performance testing via CMake. (coming soon, in this PR or in a separate one)

This has since been done in 1e9bfb8 using the "standard" workflow of other Boost libs
