• Fixes [Bug] Raft controller skips re-election when the master is inactive #10875

Brief Description

RaftReplicasInfoManager now passes the actual broker-active predicate to the shared re-election scanner. This lets an inactive master with a live slave be reported for re-election instead of being hidden by a double negation.

How Did You Test This Change?

• mise exec java@zulu-8.94.0.17 -- mvn -pl controller -am -DskipITs -Dtest=RaftReplicasInfoManagerTest -Dsurefire.failIfNoSpecifiedTests=false test (16 tests passed)
• Checkstyle and SpotBugs passed in the same Maven reactor.
• git diff --check and the 400-line scope gate passed.
• Not run: full repository build, container tests, or end-to-end tests.
