Add an evergreen methodology page covering the SPM unit and role classification, thresholds from spm-calculator, the resource components, medical out-of-pocket expenses, the population and its calibration, uprating, and the model's current limitations, including that non-premium medical spending does not respond to Medicaid coverage. docs-quarto/methodology/spm-poverty.qmd, an evergreen page describing how the model turns a household into an SPM poverty status: unit membership and the independent-minor role, thresholds from spm-calculator (published BLS values through 2025, rolling CE and ACS projections after), the resource components, medical out-of-pocket expenses (which premiums are rules-based and which spending is a survey input), the Microcosm population and its 5,659 calibration targets with poverty held out, uprating, and what the model does not do.
