Follow-up to the congressional district report-output migration. API v1 now treats include_district_breakdowns and the national-with-breakdowns/national-with-datasets pseudo-dataset selectors as deprecated no-ops for compatibility. After app-v2 no longer sends these inputs and callers have had a compatibility window, remove the query parameter handling, deprecated dataset aliases, and OpenAPI parameter entirely.
