fix(webdav): honor conditional PUT requests

Summary / 摘要

• PUT 在写入前检查 If-Match、If-None-Match 和 If-Unmodified-Since，条件不满足时返回 412。

• 支持目标不存在、通配符、强弱 ETag、多个标签和条件优先级。

• 创建文件返回 201，覆盖文件返回 204，并保留 PUT 响应中的 ETag。

• 无内容哈希时保留修改时间的纳秒精度，修复同秒、同大小更新导致的 ETag 碰撞。此类 ETag 仍依赖存储驱动提供的修改时间和大小。

go test -mod=readonly ./server/webdav ./server/common 因缺失依赖而在准备阶段失败。新增 ETag 测试尚未执行。测试禁用了依赖下载，未安装任何依赖。
