feat(sdk-coin-sol): use idempotent Create-ATA and fee payer rent - #9458

Create-ATA now uses the idempotent instruction, and ATA rent is paid by the fee payer when set so gas-tank consolidations can fund child ATAs. Ticket: CHALO-1261 Co-authored-by: Cursor <cursoragent@cursor.com>
