[Bug]: Android file screens do not show file actions

Steps to reproduce

1. Open T3 Code Mobile on Android.
2. Open a thread.
3. Open a file from the thread's file browser.
4. Check the file screen header for file actions.

Expected behavior

The Android file screen should provide the same applicable file actions as iOS.

Actual behavior

The Android file screen does not show a file actions menu, so these actions are unavailable.
