Requested changes on PR via GHPR didn't result in anything

Testing #7424

I followed the steps on the TPI until this:

Open a PR description of a PR from Copilot, and make Copilot work on it some more.

I asked Copilot to make more changes by tagging it via comment and requesting changes, but it seems to not be willing to do any more work: microsoft/vscode-python#25341

I also saw this but there might be something going on with padawan on GitHub since it doesn't seem to be picking up tasks directly referenced through github.com either
