GmailDelaySend label is created when require label is off

[GoogleCodeExporter]

GmailDelaySend label is always created, even if "require label" is turned off.

What steps will reproduce the problem?
1. Turn off "require label"
2. Run script
3. Notice that label has been created.

What is the expected output? What do you see instead?
Label should not be created if "require label" is turned off.
