`CanSendCookie` and `CanSaveCookie` not called by handler

Recent merge request #669 changed several cookie related code to align with upstream cef's change, but CanSendCookie and CanSaveCookie not called by handler, this can be easily verified by running examples\snippets\networ_cookies.py example code

Not sure if this bug is due to upstream cef or cefpython implementation
